    Debra Padgett President Institute of Biomedical Science

    Debra is President of the Institute of Biomedical Science, Clinical Pathology Service Manager at Northumbria Healthcare NHS Foundation Trust and a chartered scientist.

    In her role as IBMS President, Debra is dedicated to the promotion, development and delivery of excellence in all aspects of biomedical science and is committed to providing the highest levels of service to patients and the public. In her ten years as an IBMS Council member, she has advocated, listened, represented and addressed the issues that are most important to IBMS membership at national, regional and local levels.

    Debra became IBMS President in 2022 after a career covering 24 years working in clinical NHS laboratories. She is an advocate for workforce development, innovation in healthcare and continuous quality improvement.

    Her current roles encompass the provision of leadership and management with accountability for the delivery of cost effective, high quality, safe and sustainable services across the Northumbria and the wider health economy. These responsibilities give her a strategic insight to deliver operational priorities both for her own Trust and those of National programmes.

    Her professional activities include Lead Healthcare Scientist for NHCT, Pathology Network Operational Lead for North East and North Cumbria ICS, committee member for BSI ISO 15189 mirror committee and STEM ambassador.

    Michael Tresise

    Michael Tresise is our service development director. His influence and expertise has been integral to the growth of our shared service drawing on his career-long experience of accountability for project delivery in finance, operations and main board director roles.

    For more than 30 years he has managed service and infrastructure organisations, leading organisation development and transformation to deliver significant improvements to corporate services across the private and public sector. In the past 15 years, he has collaborated with the NHS working with more than 100 NHS trusts.

    With a background in civil engineering and chartered accountantancy, he has an eye for detail and is a keen advocator of optimising the use of technology to improve productivity and service delivery enabling front line staff to focus on patient care.

    He is responsible for the Academy’s suite of education products, aimed at improving the digital skills of the workforce. David is particularly proud of successfully driving the design, delivery and sustainable positioning of products such as the Digital Health Leadership Programme and the Digital Boards Programme.

    He is passionate about supporting the need to bridge the digital skills gap and is also a workstream lead in support of Futuredotnow’s cross-industry work in this area.

    • Dr Diamond is a consultant in Emergency Medicine. She has trained in the UK and Australia. She was an international examiner for the Royal College before taking position as the deputy medical director of the Southern Trust in Northern Ireland. Her portfolio covers workforce and training.
    • She developed an out reach service to manage intoxicated patients rather than using the default position of send to ED.
    • She has developed several apps and cloud based technology in partnership with the University of Ulster.
    • She has developed and grown 2 companies which have seen growth through periods which were associated with austerity.

    Linda Vernon
    Linda Vernon Head of Digital Empowerment Lancashire and South Cumbria Intergrated Care Board

    An Advanced Physiotherapy Practitioner by background, Linda Vernon is Head of Digital Empowerment at Lancashire & South Cumbria Integrated Care Board.

    Passionate about how technology can empower individuals, communities & our workforce to thrive, and the principles of user-centred design & co-production, Linda leads the digital citizen portfolio across Lancashire & South Cumbria, as well as the overarching digital and data strategy for the wider digital portfolio.  She also drives the digital, data and AI literacy agenda for the ICB, and is passionate about empowering our workforce and our citizens to access and benefit from digital tools.  She is an ‘upstreamist’ with a focus on how we can better support the prevention and population health agendas.

    Linda enjoys climbing fells in the Lake District, playing guitar, ukulele and singing, and believes the health of the planet and her inhabitants are mutually dependant.

    Lee Rickles
    Lee Rickles Chief Information Officer & Deputy SIRO Humber Teaching NHS FT

    Lee is a fellow of the BCS, FEDPI Leading Practitioner, CHIME Certificated Health Chief Information Officer and an alumnus of the Digital Academy.

    He has three decades of transformation and programme management experience. His first decade focused on UK military aircraft projects and for the last two decades he has focused on digital transformation in the NHS.  He is currently leading the Yorkshire & Humber Care Record development to provide interweave as an open platform for shared care record and population health systems.  He is also the CIO of Humber Teaching NHS Foundation Trust, Senior Responsible Owner for the mental health digital transformation of Humber & North Yorkshire ICS, member of the PRSB advisory board, member of the National ICS Digital Council and vice chair of Northern, Yorkshire and Humberside Digital and informatics Forum (NYHDIF).

    I chair our system working group on Artificial Intelligence and have a personal and professional interest in Health Inequalities. I am an active supporter of the NHS graduate management scheme and run the SWBH link with the training programme.

    My prior role was within the Midland Met Programme Company as Associate Delivery Director. This was a purpose-built team focusing on the development and opening of Midland Metropolitan University Hospital in 2024. My workstream comprised of clinical support, facilities, logistics and corporate services.

    I am heavily involved in local community groups – I was recently chair of a community organisation which purchased and now runs a local business, which is run as a cooperative, reinvesting profits into a community arm

    Karl Redmond

    I am a Strategic Estates Lead, NHS Estates Delivery Unit and on Secondment to the New Hospital Programme, ICS Estates Infrastructure Guidance, developing Digital Smart Buildings (New and Existing NHS estate programmes). I'm engaged in strategic Estates and Facilities requirements across the NHS (Primary, Acute & Mental Health), whilst also developing digital smart building guidance capturing; sustainability, EFM asset management, asset tracking and much more. My function, as part of the Digital Smart Building programmes, relate to, new builds and legacy estate plans, driving the necessary links, improving processes and practices to produce tangible and measurable outputs during the capital build phase, which are fed into the operational phase for continuous improvement opportunities during the assets life. I target critical areas of estates and facilities programme, linked to clinical and non-clinical environments and identify realisable monetary and non-monetary (e.g. patient) benefits.

    I am a member of UK Digital Estates Group, a Fellow of the Leeds Sustainability Institute and continuously advancing my knowledge of the built environment, specifically Asset & Process Digitisation; Smart Enterprise Asset Management solutions; FM & Estates strategies. Working with numerous UK academic institutions, industry bodies, standards groups and WHO.

    I have won, developed and maintained multi-million pound projects and portfolios in public and private sectors. Self motivated with the ability to engage at all levels of business, Government, corporate and supply chains. I have delivered international Healthcare and Digital Real Estate ecosystem conference talks in Dubai, Lisbon, Hamburg, Stockholm and across the UK.     Keynote

    Transforming Patient Safety: How Can We Adopt a Systemic Approach to Healthcare Governance and Continuous Improvement?

    In this session, Chris will explore the critical intersection of innovative governance structures, advanced monitoring protocols, and systemic learning in maternity care. Drawing from real-world experiences, the session will dive deep into how strategic changes in incident investigations, early intervention mechanisms, and cross-trust knowledge transfer can fundamentally reshape patient safety. Chris will argue how maternity outcomes for high-risk pregnancies at 22-24 weeks could be improved by cohorting similar patients, promoting the escalation of deteriorating patients, and driving further research into maternal monitoring. The future of the NHS will depend on learning from individual cases and NHS trusts, yet implementing changes across the healthcare system.

    Dr Chris Mason is a Consultant in Intensive Care Medicine at Imperial College Healthcare NHS Trust, where he works on a general and neuro intensive care. He trained throughout London and holds a PhD in the molecular mechanisms of muscle wasting.

    Dr Mason is the patient safety lead for the intensive care directorate and conducts trust wide investigations at Imperial under the Patient Safety Incident Response Framework. He is also a certified medical expert witness.
